In order to change the regional distribution of population, the government has direct legal control policies on immigrants, such as restricting immigrants from entering urban areas or certain specific areas; There are also measures that indirectly affect immigrants, such as giving specific preferential treatment to immigrants who meet the policy objectives and revoking some rights to immigrants who do not meet the policy objectives.

3. Population distribution policy. It often has multiple purposes, such as developing agriculture, industry and mining in specific areas, consolidating border defense, or evacuating people in densely populated areas.

4. International immigration policy. It can be divided into immigration countries and emigration countries, which are often implemented in the form of law. Many immigrant countries often selectively encourage, restrict or prohibit immigrants from different countries of origin through legal provisions, while immigrant countries encourage, restrict or prohibit their own immigrants from leaving the country according to different situations. For example, some developing countries often restrict skilled workers from leaving the country and encourage unskilled labor to move out.
