Main responsibilities of Jinan Water Conservancy Bureau

(a) the implementation of national and provincial water conservancy guidelines, policies, laws, regulations and rules; Responsible for ensuring the rational development and utilization of water resources; Draft relevant local laws and regulations, formulate long-term plans and policies for water conservancy development in the city, and organize the preparation of comprehensive water conservancy plans and professional plans; To be responsible for proposing the investment scale and direction of water conservancy fixed assets, suggestions on financial fund arrangement and suggestions on investment arrangement of water conservancy construction; Responsible for the supervision and management of municipal water conservancy funds and water conservancy state-owned assets; Put forward policy suggestions on water price, charges, credit and taxation.

(two) responsible for the overall planning and protection of water for life, production and operation and ecological environment; Unified supervision and management of water resources; Draw up the long-term supply and demand planning and water distribution plan of water resources in the whole city and supervise the implementation; Responsible for water resources scheduling of important river basins, regions and key water transfer projects; Organize the implementation of water permit, paid use of water resources, water resources demonstration and other systems; Guide the sewage treatment and reuse, and the development and utilization of rain and flood resources; Guide the water supply in the water conservancy industry and the development of rural hydropower resources, small hydropower and other work.

(three) to undertake the responsibility of water resources protection and water conservation. Organize the preparation of the city's water resources protection plan; Organize the preparation of water function zoning of important rivers, lakes and reservoirs and supervise their implementation; Check the water pollution capacity, put forward opinions on limiting the total amount of sewage discharge, and guide the setting of sewage outlets into the river; To guide the protection of drinking water sources and the development, utilization and protection of groundwater; Responsible for the unified management and supervision of the city's water conservation, formulate water conservation policies, guide and promote the construction of water-saving society.

(four) to organize, coordinate, supervise and guide the city's flood control and drought relief work; To be responsible for putting forward opinions on flood control planning such as overall land use planning and urban planning and flood control demonstration of major construction projects; Responsible for flood impact assessment of important flood areas, flood storage and detention areas and flood control protection areas; To guide the emergency management of water conservancy emergencies; To undertake the daily work of the flood control and drought relief headquarters of the municipal government.

(five) to guide the construction and management of water conservancy projects; To guide the management and protection of water conservancy facilities, waters and coastlines; To guide the management and development of rivers and lakes; Organize and implement the construction and operation management of important water conservancy projects that are controlled or cross-county (city) districts; Organize the implementation of relevant systems for water conservancy project construction; To guide the supervision and management of the water conservancy construction market; Review the construction projects and construction plans within the scope of river management according to the management authority; Responsible for the supervision and management of water conservancy and hydropower immigrants.

(six) to guide rural water conservancy work; Organize and coordinate the basic construction of farmland water conservancy; Guiding irrigation and drainage of farmland and water supply in villages and towns; Organize the construction and management of rural drinking water safety and water-saving irrigation projects; Responsible for irrigation work from the Yellow River; Guide the construction of socialized service system of rural water conservancy.

(seven) responsible for soil and water conservation; Organize the preparation of water and soil conservation and water ecological construction plans and supervise their implementation; Organize the implementation of comprehensive prevention, monitoring and forecasting of soil erosion, and make announcements regularly; Responsible for the approval, supervision and implementation of water and soil conservation schemes for key development and construction projects and the acceptance of water and soil conservation facilities; Participate in the management of the "four wastes" (barren hills, barren hills, barren beaches and barren ditches).

(ten) responsible for organizing major water conservancy scientific research and technology promotion; Responsible for the supervision and implementation of industry technical standards and regulations; Guide the water conservancy system to communicate with foreign countries, use foreign capital and introduce foreign intelligence; Guide water conservancy propaganda, informatization and talent team construction.

(eleven) responsible for hydrological water resources monitoring, hydrological station network construction and management; Monitoring the quantity and quality of surface water and groundwater; Publish water resources bulletins such as hydrological and water resources information, intelligence forecast and rain and water conditions.

(twelve) responsible for coordinating the city's related affairs involving the Yellow River.

(thirteen) to undertake other tasks assigned by the municipal government.
