Wangjiabian Township, Jiaxian County, Yulin County, Shaanxi Province

Yulin is a national energy and chemical base under construction, which has developed rapidly in recent years. In order to meet the needs of the new situation, enhance the ability of urban and rural coordinated development, expand the development space of Yulin city, and enhance the radiation and driving role of the city, it is suggested to expand the scope of Yulin city. It is suggested that Hengshan County be moved to Caohaize, Hengshan County near Yulin, and changed into a municipal district, and the district was named Huaiyuan District (Hengshan County was Huaiyuan County in Qing Dynasty). Jia County was moved to Wangjiabian Township, and Jia County was changed into a municipal district, and the district was named Jiazhou District. This is based on the following considerations:

First, in terms of location, Hengshan and Jiaxian are close to Yulin, while Caohai of Hengshan has been integrated with Yulin City, and the construction of Yulin City has been requisitioned in Hengshan; Wangjiabian Township in Jiaxian County is more than 3 kilometers away from Yulin City. If it is built as a high-grade highway, the mileage will be shorter.

Second, from the perspective of urbanization-driven strategy, the relocation of the two counties can not only protect the historical features of the two ancient cities "Huaiyuanbao" and "Tiejiazhou", but also transfer the rural surplus labor force and promote the rapid development of county economy.

Third, from the perspective of improving urban functions, it will be convenient for unified planning after becoming a municipal district. The existing Yuyang District will become a political, cultural and educational area, Huaiyuan District will be an industrial economic area, and Jiazhou District will be a tourism, leisure and ecological protection area. This will not only avoid repeated investment and repeated construction, but also further enhance urban functions and taste.

Fourth, in terms of development trend, in view of many constraints in changing counties into cities, changing these two counties into districts has also played a role in changing cities and complied with the needs of urban development and the development of the times. The establishment of Yulin city into three districts and nine counties can make the population reach more than 1 million quickly, become a medium-sized city and regional central city in the border area of Shaanxi, Shanxi, Mongolia, Ningxia and Gansu, and become an important wing of Shaanxi economy.
