New policy for pets returning to China in 2022
Legal analysis: According to the Announcement No. 5 of 2019 issued by the General Administration of Customs of the People's Republic of China and the People's Republic of China, "Announcement on Further Standardizing the Entry Quarantine Supervision of Pets", starting from May 1, 2019 China Customs has implemented a new pet entry policy. Each person can only bring one pet per entry. As long as the pet has completed the procedures, it will not be quarantined when entering any city in China. Entry is divided into pets from designated countries or regions and pets from non-designated countries or regions.
1. From designated countries or regions (19)
Including: New Zealand, Australia, Fiji, French Polynesia, Hawaii in the United States, Guam in the United States, Jamaica, Iceland, the United Kingdom, and Ireland , Liechtenstein, Cyprus, Portugal, Sweden, Switzerland, Japan, Singapore, Hong Kong, China, and Macau, China. Pets brought into the country from these countries or regions must have a valid electronic chip and pass on-site quarantine;
2. Pets from non-designated countries or regions
Pets from all countries or regions other than designated countries or regions must have a valid electronic chip and provide a rabies antibody test report (antibody titer or The amount of immune antibodies must be above 0.5IU/ml) and have passed on-site quarantine.
It should be noted here that pets must be brought into China by someone, and all documents must be linked to the passenger information. According to official regulations, if the documents do not meet the standards, the pet needs to be quarantined for at least 30 days.

Article 9 Chinese citizens who wish to exit or enter the country shall apply for a passport or other travel documents in accordance with the law.
Chinese citizens traveling to other countries or regions also need to obtain a visa or other entry permit from the country of destination. However, this does not apply unless the Chinese government has signed a mutual visa exemption agreement with the governments of other countries or if the Ministry of Public Security or the Ministry of Foreign Affairs provides otherwise.
Chinese citizens who enter or exit the country as seafarers or work on foreign ships must apply for a seafarer's certificate in accordance with the law.
Article 10 When Chinese citizens travel between the mainland and the Hong Kong Special Administrative Region and the Macao Special Administrative Region, and when Chinese citizens travel between the mainland and Taiwan, they must apply for pass documents in accordance with the law and abide by the relevant provisions of this law. Specific management measures shall be stipulated by the State Council.
Article 11 When a Chinese citizen exits or enters the country, he or she must submit his or her passport or other travel documents and other exit and entry documents to the entry-exit border inspection agency for inspection. .
At qualified ports, entry-exit border inspection agencies should provide dedicated channels and other convenient measures for Chinese citizens to exit and enter the country.
