What does it mean that the hukou or residence permit is not local?

If the household registration or residence permit is not local, it means that the household registration place is inconsistent with the place of residence, leaving the household registration place to live elsewhere. Non-local residents literally mean residents who do not live locally, or people whose household registration is not here, immigrants and so on.

Residence permit is a legal document for the holder to live in the place of residence, enjoy basic public services and convenience as a permanent resident, and apply for household registration. It refers to the legal documents made by the administrative organs in charge of household registration management to record and retain the basic information of the registered population. It is also the identification of each of our citizens.

Hukou book is a public certificate book that registers and issues certificates to natural persons on a household basis. The recorded items include the natural person's name, date of birth, relatives and marital status. It is the basic legal document to determine the legal status of natural persons as civil subjects.

After the establishment of the residence permit system, citizens who leave their permanent residence and live in other cities with districts above the municipal level for more than half a year can apply for residence permits at their places of residence. Holders of residence permits enjoy the same rights as the local registered population in employment, basic public education, basic medical and health services, family planning services, public cultural services and license handling services.

How to judge whether you are a local resident;

It depends on the openness of each region. After all, China is more or less dominated by social factors, and it can be roughly considered as a resident whose household registration on the ID card is not in the area where this (autonomous region, municipality directly under the Central Government, city, county, town, village, commune, brigade or group) is located. This area is similar to the area of compulsory schools in the country. It is a bit difficult for non-local residents to get loans.

The residence permit has the following social service functions:

1, financial services. You can bind the bank account, use the residence permit to query the account balance and the remittance business between banks inside and outside the province;

2. Bus service. You can "swipe your card" to take a bus with a residence permit service logo;

3. E-government. Through the self-service declaration platform, functions such as residence permit application, residence permit change and renewal application can be realized;

4. Small consumption. By loading the e-wallet function, the residence permit can be used for small consumption on the merchant POS terminal;

5. Telecom recharge service. Mobile, Netcom, and telecom numbers can be recharged at any time to automatically obtain consumption points;

6. Public services. Holders can book tickets for subway, train and plane flights;

7. Access control applications. By loading the access control function, the resident population can be effectively identified. Upon the expiration of residence, the holder's access to the community will be automatically blocked;

8. Enterprise One Certificate Pass. Enterprises or units may, according to the actual situation, use residence permits for attendance registration, access identification and internal consumption of employees.
