The following national staff (hereinafter referred to as "registered personnel") who apply for going abroad (territory) for personal reasons shall submit their opinions on the applicant's going abroad (territory) to the exit-entry administration department of the public security organ where the household registration is located.
(a) leading cadres at or above the county (department) level of party and government organs at all levels, people's congresses, CPPCC, people's courts, people's procuratorates, people's organizations and institutions, and retired cadres at or above the department (bureau) level;
(2) Legal representatives of financial institutions and state-owned enterprises, leading members of financial institutions at or above the county level and leading cadres at corresponding ranks, middle-level and above managers of large and medium-sized state-owned enterprises, and representatives of state-owned shares of state-owned holding and shareholding enterprises;
(three) personnel involved in national security, state-owned assets security and business secrets in various departments and industries.
