However, Russians are well aware that developing the Far East is a huge and long-term strategic task, which cannot be met by their own strength. Facing international cooperation is an inevitable choice. Therefore, attracting international investment by opening wider to the outside world is an inevitable choice. To this end, Russia has decided to vigorously improve its infrastructure, such as holding the APEC forum in Vladivostok, setting up a new Far East Development Department, and leasing land to foreign countries. To promote regional investment and create a good environment for accelerating development. Russia hopes that foreign enterprises will invest in advanced manufacturing industries, lay oil and gas pipelines, transform port facilities in the Far East, build airports, highways and communication facilities, and develop ecological agriculture, food processing and deep processing of forests. Russian officials pointed out that the development and opening up of Russia's Far East is oriented to the Asia-Pacific region and the world. In particular, it is necessary to attract the advanced technology and huge investment potential of multinational companies from the United States, Japan and South Korea with advanced technology, participate in scientific research and innovation, improve raw material processing technology, build advanced manufacturing industries, develop new technologies and new energy sources, participate in the development and construction of new space programs and large-scale projects, and invest in environmental protection and ecological management projects. To promote economic development and transformation in the Far East. Instead of developing along the old road of "development-export-environmental destruction", we will realize a new reproduction cycle on the basis of high technology, thus making the Far East a test field and model for Russian modernization. Russia also hopes to improve the local commodity security supply capacity and avoid becoming a vassal of imported products. Of course, due to the limitation of population and labor conditions in the Far East, Russia is also considering attracting cheap labor from China, North Korea, Viet Nam and other countries to participate in the development of the Far East, but it will strictly limit the scale of immigration. China enterprises are also welcome to invest in the Far East, provide funds and set up processing and manufacturing enterprises. Not long ago, Putin suggested that China and Russia should combine their respective technologies and productivity to establish new cooperative relations more actively and apply the "Chinese style" to the economic rise of Siberia and the Far East in Russia. However, in practice, the Russian government hopes that China's investment will not be excessively concentrated on planting grain in Russia's mining, oil and gas, timber logging and land leasing fields, and also hopes that China can build deep processing plants in the local area to improve the processing depth and added value, protect the environment and meet the requirements of technological progress. Russia will strictly monitor the environmental protection work in the process of agriculture, infrastructure construction and processing and manufacturing, and will not allow the use of backward technologies and methods with serious pollution, such as excessive use of fertilizers and pesticides to increase production, overfishing, poaching, indiscriminate mining and digging. Therefore, on the premise of welcoming China's investment, Russia will strictly control the cooperation mode of resource development and raw material export with small investment and backward technology. At the same time, we should cooperate under the legal framework, strictly implement the entry quota of workers, and abide by the Russian labor law and immigration law. In short, judging from Russia's investment of 25 billion US dollars to beautify the border cities in the Far East and build a luxurious APEC summit, Russia's promotion of the open development of the Far East this time is real. However, as Russian government officials said, the development and opening up of the Far East is conditional, and it will not be blindly disorderly, and it will be rushed to the hospital and downgraded; In terms of finding partners, it is also a truly powerful partner for all countries, not open to China, and it will not give China the green light of priority opening. On the contrary, in order to reduce the excessive dependence on China, Russia takes a more cautious and strict attitude towards the use of the China factor. The APEC summit has made Russia, a new landlord, enjoy prestige, and also planted the seeds of competition for politicians and business circles in more than 20 Asia-Pacific countries to share the opportunities of Russia's Far East development. Although China enjoys the convenience of favorable weather, favorable geographical position and friendly people, it remains to be seen whether it can win the first place in the opening and development of the Russian Far East.
