After the completion of the bridge, the utilization rate of piers has declined.

After Macao's return to China, the planning and development of Cotai Avenue in Luchao Reclamation Area and Luchao City outside Macao Peninsula began to develop large-scale gambling industry, and the planning of Taipa Island Passenger Terminal began. The temporary passenger terminal in Taizai, which was completed in the first phase in 2007, was originally used as an auxiliary and mainly used for large-scale entertainment areas [2]. However, during the construction of the new terminal building, Macao's tourism and gaming industries have developed at a high speed, and the number of tourists coming to Australia has continuously reached a new high, which has made the number of passengers entering and leaving the passenger terminal at other ports reach a new high, making its utilization rate saturated. Therefore, the government has adjusted the original planning of the terminal, and the function and capacity of the terminal have increased, which has upgraded the terminal from the original auxiliary nature to one of Macao's external seaports.

In the original design, the wharf has only eight passenger berths with a capacity of about 400 people. However, in the adjusted scheme, the wharf will be provided with 16 passenger berths with a capacity of about 400 people, and three passenger berths with a capacity of 1.200 people and 1 rooftop helipad. Part of the facilities of the temporary passenger terminal built in the first phase will become a permanent part of the passenger terminal in the future.

In the future, when the terminal is officially completed, it is expected to provide more high-speed passenger services for Macao, Hong Kong and the Pearl River Delta region. At the same time, a helipad will be set up on the rooftop of the wharf to provide helicopter flights to and from Hong Kong and Macao.
