Language requirements for investment immigrants:

English or French requires listening, speaking, reading and writing to reach CLB5 level.

Language requirements of Quebec immigrants:

Have a medium oral French foundation (B2 level, the recognized French exams are TEFAQ, TCFQ, DELF, DALF, TCF, TEF) or have completed a French course recognized by Quebec Education Institute (French exemption class); If you have three years of high school education (middle school or junior college) in pure French, you don't need to provide additional language scores.
