Progress of Yan Jia Water Control Project

As a key project started during the Twelfth Five-Year Plan period in Guizhou Province, the Provincial Water Resources Department, the Provincial Development and Reform Commission and other departments attached great importance to it. Lu Zhiming said that in order to do a good job in the review of Yan Jia Water Control Project, leaders and experts from the Ministry of Water Resources went to Bijie and Zunyi for field visits, and made a detailed review of the plan with a rigorous work style and pragmatic attitude, and put forward many valuable opinions, which played an extremely important role in better improving the plan and laid a solid foundation for the approval of the planning results. Lu Zhiming pointed out that the Yan Jia Water Control Project is very important for solving the problem of drought and water shortage in northwest Guizhou and promoting the rapid development of regional economy. The provincial party committee and government attached great importance to the construction of Yan Jia Water Control Project, and listed it as the focus of water conservancy construction in our province during the 12th Five-Year Plan period. According to the opinions of experts from the Ministry of Water Resources, the planning unit should carefully revise and improve the plan, so that the plan can be approved as soon as possible, laying the foundation for the project approval in the feasibility study stage. Mei Jinshan affirmed that Guizhou Water Resources and Hydropower Survey and Design Institute, the planning unit of Yan Jia Water Control Project in Guizhou Province, completed the planning report in a short time, and asked the planning reporting unit to revise and improve the factors involved in the project, such as resettlement plan, how to implement the project in stages, environmental impact assessment, etc., so as to benefit the people in northwest Guizhou.

20 12 On March 28th, the Ministry of Water Resources issued the Reply on the Planning Report of Yan Jia Water Control Project (No.2065438+02127). "Yan Jia Water Control Project Planning Reply" is a gift from the Ministry of Water Resources to Guizhou, especially Bijie, in the implementation of the State Council No.2 Document, and it is a further promotion of Bijie Experimental Area. The approval of this plan indicates that the preliminary work of Yan Jia Water Control Project has made historic and significant progress, which provides a strong basis for the development of relevant preliminary work in the next stage and lays a solid foundation for speeding up the project construction.

On October 20 12, 1 1 year 10, the project proposal passed the technical review of the Ministry of Water Resources, and the Ministry of Water Resources submitted the review opinions of the project proposal to the National Development and Reform Commission in the form of "Shui Gui [2065438+02] No.469".

On March 20 13, the national development and reform commission entrusted the national investment project evaluation center to evaluate the project proposal;

On April 20 13, the Water Conservancy Institute reported the review opinions of the feasibility study report to the Ministry of Water Resources in the form of "Water Master Design [2065438+04] No.297";

20 14 In June, the Ministry of Water Resources submitted the review opinions of the feasibility study report to the National Development and Reform Commission with the document "Water Regulation [20 14] 198".

20 13 In August, the National Development and Reform Commission approved the project proposal with the document "Development and Reform of Agricultural Economics [20 13] 1625".

September 20 13, the Ministry of Water Resources entrusted the Water Conservancy Institute to pre-examine the feasibility study report.

20 13, 10/0/28, the provincial party Committee and the provincial government held the launching ceremony of the "three major battles" of water conservancy construction in Guizhou province and the groundbreaking ceremony of Yan Jia water conservancy project, and the construction of temporary projects such as "three links and one leveling" was officially started. At present, the construction of traffic roads, traffic tunnels and garbage dumps in the preparation period of water source project is progressing efficiently and smoothly.

20 14 In June, the Ministry of Water Resources submitted the review opinions of the feasibility study report to the National Development and Reform Commission with the document "Water Regulation [20 14] 198".

20 14 July, the National Development and Reform Commission entrusted the National Project Evaluation Center to evaluate the feasibility study report. Special reports on soil and water conservation, resettlement and environmental impact assessment have also been compiled simultaneously.
