What are the conditions for urban hukou to return to rural housing?

It is illegal for urban hukou to build houses in rural areas.

If you build a house in the countryside and have an urban hukou, you can't get a real estate license. Legal basis: Measures for the Administration of Rural Homestead

Thirteenth in any of the following circumstances, you can apply for homestead:
