Do I need to buy visa insurance to study in Portugal?

8) Public certificate of academic qualifications/professional qualifications (translated into English or Portuguese) and certified by the Ministry of Foreign Affairs of China and the Portuguese Embassy in China (visa applicants on the grounds of seeking medical treatment or accompanying sick family members abroad for medical treatment do not need to provide this document).
