Chen Mingshan, president of Ming 'ao Farmers Association, sought help from nearby farmers. Under the encouragement and guidance of party member Hu Xiu, Chen Qiquan, Xu Yanxing, Wu Maoyuan and Li, he led the peasant armed forces in 84 villages in Zhongshan District and Kunyang, Chiling and Linshan in New Taipei District. Xu was frightened and immediately released four members of the peasant association and fled to other places with his family. When the peasants arrived armed, they confiscated the promised property and opened granaries to help the poor.
