Can Russia buy a house and settle down?

Russia has no permanent residency. After buying a house, you can apply to the local immigration bureau for three years' short-term residence. If you stay for three years, you can change your green card for five years. With a green card, you can travel to and from the two places at any time without other visas. If you have no administrative punishment or criminal record for more than two times within eight years, you can apply for nationality with your work permit and tax record.
