The bi-annual Hong Kong and Macao Pass means that when you apply for the endorsement, you signed it twice. You must use these two opportunities within one year, otherwise you will not be able to use it after it expires.

The biannual Hong Kong and Macao Pass does not mean that you can only go twice a year, but it means that the endorsement is valid for one year. After traveling to and from Hong Kong and Macao within one year, you can apply for the endorsement again. There is no limit on the number of applications. If you do not go within 1 year, the endorsement will expire and become invalid, and you can apply again.
