After the reservoir was built, it played an important role in flood control, power generation, irrigation and aquaculture. However, because the Luhun Reservoir resettlement was carried out during the country's three-year natural disaster period and the Cultural Revolution, affected by the planned economic system and the "one big, two public" thinking at that time, the resettlement was not scientifically planned, and the resettlement was repeated several times, especially in the Under the control of the idea that it is difficult to leave the homeland, they resorted to false claims of more cultivated land to retain people, and failed to move when they should. They blindly moved back, leaving many people but little land, resulting in many legacy problems. Return migration is one of the more prominent problems. Over the years, governments at all levels have taken many measures and invested special funds to solve the production and living difficulties of the immigrants. However, due to various reasons, they have not been well solved. In order to properly deal with the issues left by the immigrants in the Luhun Reservoir, the author conducted in-depth investigations and research into the reservoir area and resettlement areas, and explored solutions to the problem of return immigrants.
