Regulations of Chongqing Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, inherit and carry forward Chinese traditional virtues, advocate civilized behavior, improve civilized accomplishment, promote high-quality development and create a high-quality life, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion of civilized behavior and related work within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies socialist core values, meets the requirements of socialist morality, public order and good customs, and promotes social progress. Article 3 The promotion of civilized behavior should adhere to the principles of Party committee leadership, government leadership, social coordination and public participation, and establish and improve a long-term working mechanism combining rule of law with rule of virtue, cultivation and governance, and self-discipline with heteronomy. Article 4 The propaganda of civilized behavior should carry forward excellent cultures such as Hongyan spirit and Three Gorges immigrant spirit, inherit excellent qualities such as tenacity, openness and tolerance, and maintain the civilized image of Chongqing. Article 5 The people's governments of cities, districts and counties (autonomous counties) shall incorporate the promotion of civilized behavior into the national economic and social development plan, define the overall objectives, tasks and requirements, and formulate relevant policies and measures to promote the coordinated development of civilized behavior and economy and society.

The relevant departments of cities, counties (autonomous counties) shall, in accordance with their respective responsibilities, strengthen cooperation and carry out the work of promoting civilized behavior.

Township people's governments and sub-district offices are responsible for the promotion of civilized behavior in their respective jurisdictions.

Village (neighborhood) committees should play the role of grass-roots mass autonomous organizations and help advocate civilized behavior according to law. Sixth city, county (Autonomous County) spiritual civilization construction committee in accordance with the provisions of laws and regulations, to promote the publicity of civilized behavior in this area.

City, county (Autonomous County) spiritual civilization construction committee office is responsible for the guidance, coordination, supervision and inspection of the promotion of civilized behavior in this area. Article 7 Advocating civilized behavior is the common responsibility of the whole society.

State organs and social public service institutions should play an exemplary role in advocating civilized behavior.

State functionaries, deputies to the National People's Congress, CPPCC members, advanced model figures, public figures, etc. We should lead social fashion with the image of civilization. Eighth March each year for the city's civilized behavior publicity month, focusing on promoting and practicing civilized behavior. Chapter II Standardization and Advocacy Article 9 Citizens and organizations should be loyal to the motherland, consciously safeguard national security, dignity and honor, actively participate in patriotic education and practice activities, and abide by the provisions of hanging the national flag, hanging the national emblem and singing the national anthem. Article 10 Citizens should consciously practice social ethics with civility, courtesy, helping others, caring for public property, protecting the environment and abiding by laws and regulations as the main contents, professional ethics with dedication, honesty and trustworthiness, fairness, enthusiastic service and dedication to society as the main contents, family virtues with respect for the elderly and love for the young, equality between men and women, harmony between husband and wife, diligence and housekeeping, and mutual assistance in the neighborhood as the main contents, and patriotism, courtesy and obedience, diligence and kindness as the main contents. Eleventh to maintain public order, abide by the following code of conduct:

(1) Dress appropriately, behave in a civilized manner, don't talk loudly and don't swear;

(2) Wait for the service to line up in turn, go up and down the stairs to the right, and take the elevator first and then go up;

(three) the rational and orderly use of public seats, not to seize or occupy seats;

(four) in the event of an emergency, listen to the on-site command and cooperate with the emergency response;

(5) Other civilized codes of conduct for maintaining public order. Twelfth maintenance of public health, abide by the following code of conduct:

(a) take care of the city environment, do not spit or urinate, and do not post, scribble advertisements or depict them at will in violation of regulations;

(2) Obey the tobacco control regulations and do not smoke in public places where smoking is prohibited;

(three) in accordance with the provisions of the classification of garbage, not arbitrarily abandoned, burned;

(four) to fulfill the obligations related to the prevention and control of infectious diseases, actively cooperate with the implementation of prevention, control and emergency measures, and provide relevant information truthfully;

(5) Other civilized codes of conduct for maintaining public health. Thirteenth maintenance of community civilization, abide by the following code of conduct:

(a) do not build illegally, and do not occupy public spaces such as passages and green spaces;

(2) not throwing objects from buildings;

(three) do not damage public facilities such as fire fighting, and do not connect water, electricity, gas, communication and other lines at will;

(four) decoration, party dinner, catering services, fitness, singing and dancing and other activities, rational use of venues and facilities, comply with the relevant provisions of noise prevention and control, to avoid disturbing others;

(five) do not burn or throw funeral items in public areas such as roads and communities, and do not build a coffin shed outside the prescribed funeral and condolence places;

(6) Keeping pets in accordance with the provisions of the license, conducting quarantine inspection, cleaning up feces, and taking safety measures to avoid obstructing or hurting others;

(seven) other norms of behavior to maintain community civilization. Fourteenth maintenance of rural civilization, abide by the following code of conduct:

(a) abide by the village rules and regulations, neighborhood harmony and mutual assistance, * * * to build peace village;

(2) Advocating hard work and getting rich, resisting indolence and human comparison;

(three) to keep the house clean and tidy, and not to burn straw illegally;

(4) Protecting rural landscape, maintaining rural customs and inheriting rural context;

(five) other norms of behavior to maintain rural civilization.
