Penang became a colony of the British Empire on August 1786+0 1. Wright, the first governor, found that the Qing people (that is, China people) were more industrious than the local aborigines (and learned from the Dutch that the civilians in Guangdong and Fujian in the Qing Dynasty were willing to work as contract coolies overseas), and the Qing people had higher education and craftsmen, which was beneficial to the development of Penang. 1790, there were only 200 local Tang people. By 182 1, there were 7,558 Tang people in Penang. Later, the population of Tang people exceeded half of the total population of Penang, which provided a favorable environment for the development of overseas Chinese in the Republic of China.

1905 Sun Yat-sen, Hu, Huang Xing passed through Tokyo, Singapore and Kuala Lumpur and finally arrived in Penang. Sun Yat-sen lives in Hengyixing Inn on the rope trail. In autumn, Sun Yat-sen gave a speech at Xiaolanting Club, No.65 Yuzhong Road, Penang, met Wu and Jin Qing and became revolutionary comrades.

1906, Jin Qing founded Penang Daily, which became the first newspaper of China Revolutionary Party in Penang.

At that time, the League was listed as an illegal organization by the British colonial government in Penang. So, in 1908, Wu and Huang Jinqing founded a reading newspaper at No.94 Ganziyuan, Penang, and Wang Jingwei drafted the articles of association. This job is to absorb party member and publicize political thoughts for the League. After Reading Newspaper was founded, Sun Yat-sen made a speech there, "If the Qing Dynasty dies, China will die". 19101013. Sun Yat-sen held a secret meeting in Penang to discuss the anti-Qing dynasty. Huang Xing, Zhao Sheng, Hu and other important members of the League attended the meeting. After the Penang meeting, Sun Yat-sen ordered Huang Xing and others to raise funds in Nanyang and set up a coordination department in Hong Kong. In order to raise funds and call on overseas Chinese to join the anti-Qing team, Sun Yat-sen founded Guanghua Daily.
