Its main scope: rural resettlement, urban relocation, relocation of industrial and mining enterprises, reconstruction of special facilities, environmental protection, landslide monitoring and management, etc. In principle, local reserve funds should be used in proportion to the main investment types agreed in the contract; Central reserve funds are used as a whole.

The reserve fund project is budgeted according to the control standard of the outline of the Three Gorges reservoir area flood control plan and the flood compensation standard of the Three Gorges reservoir area (price at the end of May 1993), and it is divided into two categories: static control and dynamic management.

The proportion of reserve funds used in each period is controlled according to the proportion of immigrant investment in the total investment in this period.

Ninth, after the approval of the project, the project plan included in the annual plan of reserve funds, and some projects that use reserve funds should implement supporting construction funds. The annual reserve fund project plan is a dynamic fund plan.

Tenth, the reserve funds included in the annual plan must be earmarked for special supervision and inspection. If reserve funds are used in violation of these regulations, their investment in reserve funds will be deducted from the project investment plan for the next year.

Eleventh provinces (cities) immigration management agencies, in accordance with the relevant provisions of the immigration project management, responsible for organizing the preliminary work of the project, completion acceptance and inspection and supervision.

Thirteenth province (city) immigration management institutions should formulate detailed rules for the implementation of management according to these measures, and be submitted to the provincial and municipal people's governments for approval before promulgation and implementation.
