In accordance with the "Education Law of the People's Republic of China", the "Higher Education Law of the People's Republic of China" and the "Nationality Law of the People's Republic of China", In order to safeguard the fairness of higher education in my country, in accordance with the requirements of the "Administrative Measures for the Recruitment and Training of International Students in Schools", the following supplementary regulations are hereby made for colleges and universities to accept applications from international students to study at the undergraduate and junior college levels in our colleges and universities:

1 , According to Article 5 of the "Nationality Law of the People's Republic of China", if both or one of the parents are Chinese citizens and have settled in a foreign country, and the person has foreign nationality at birth, he does not have Chinese nationality. Starting from 2021, those who apply to enter our colleges and universities as undergraduate and junior college students as international students, in addition to meeting other registration qualifications of the school, should also hold a valid foreign passport or nationality certification document for more than 4 years, and within the last 4 years Have records of actual residence in a foreign country for more than 2 years.

2. Residents of mainland China, Hong Kong, Macao and Taiwan who apply to study as international students at the undergraduate or junior college level in our colleges and universities after immigrating and obtaining foreign nationality should meet the first requirement of this notice.

3. Colleges and universities should strictly review the nationality, identity and qualifications of international students applying for admission in accordance with the law. If there is any doubt about the nationality and identity, they should take the initiative to verify the applicant with the local exit and entry administration department of the public security bureau at or above the district or city level. nationality status.

On the basis of this notice, colleges and universities can formulate their own regulations and make further requirements for the status and qualifications of international students applying for admission.

4. All provincial education administrative departments are requested to forward this notice to all colleges and universities enrolling international students in their respective administrative regions.

5. This notice will come into effect on January 1, 2021. The "Notice of the Ministry of Education on Regulating the Acceptance of Foreign Students in Our Colleges and Universities" issued on November 16, 2009 was abolished at the same time.
