The Ministry of Immigration pointed out in the new regulations that since May last year, most Maple Leaf cards, including new cards, expired cards, and lost and replaced Maple Leaf cards, have been changed to be sent directly by mail. The card is given to the applicant, and the applicant does not need to go to offices in various places to collect it.

However, the Immigration Department later discovered that after switching to mailing the Maple Leaf Card, some applicants simply asked someone to collect it on their behalf. After completing the application, they left Canada and asked the collector to mail the Maple Leaf Card to them overseas. The Department of Immigration believes that once the Maple Leaf Card is mailed overseas, it violates Section 55 of the Immigration Act, which stipulates that the Maple Leaf Card should only be issued within Canada. Therefore, it is necessary to review the mailing method to prevent illegal situations from occurring.

New immigrants are not restricted

The Immigration Department announced on January 14th Announcement No. 491 (Operational Bulletin-49) regarding the modification of the Maple Leaf Card mailing method, stating that the Immigration Department will continue to mail the Maple Leaf Card. A Maple Leaf Card is sent to the address of the newly arrived immigration agent or relatives and friends in Canada, because the Immigration Department understands that most immigrants who have just arrived do not have a formal address.

However, it must be noted that the Canadian Immigration Department will pay special attention to cases that require mailing to a third-party address. If it is discovered that they only arrived briefly and then left, their files will be specially marked. For some people who need to submit supplementary photos, if they took photos overseas, a mark will be added to record that the permanent resident did not live in Canada after arriving in Canada, but went overseas.

As for applicants who are renewing their cards upon expiration, they are required to be sent to the mailbox (P.O. Box). In this regard, the Canadian Immigration Department will notify the change of the method and will not send the Maple Leaf Card to the email address left by the applicant. If the applicant insists on sending it to the email address, the Immigration Department will ask the applicant to provide an explanation.
