I. Application conditions

Residents with local household registration can apply for a passport at the exit-entry administration of the public security organs of this municipality (district or county), and go through the procedures of first application, invalidation and re-application, renewal, replacement and replacement of ordinary passports.

(1) First application for an ordinary passport: If the applicant has never applied for an ordinary passport, it is the first application.

(2) Re-apply for an ordinary passport when it expires: the ordinary passport held by the applicant has expired, and the application for a new photo is invalid.

(3) Application for renewal of ordinary passport: Ordinary passport is still valid, but you can apply for renewal of ordinary passport under any of the following circumstances. First, the visa page is running out; Second, the validity period is less than six months, or the validity period is more than six months, but there are materials to prove that the validity period does not meet the requirements of the destination country; Third, other circumstances identified by the Exit-Entry Administration of the Ministry of Public Security.

(4) Application for reissue of ordinary passports: If ordinary passports are damaged, lost or stolen, citizens may apply for reissue of ordinary passports.

(5) Application for ordinary passport filling: Ordinary passport filling can be divided into five categories: first name filling, name filling, replacement filling, replacement filling and previous certificate filling.

1. Marking with previous names: If there is a previous name in the household registration book, ordinary passport holders can apply for marking with previous names;

2. Name marking: Ordinary passport holders whose names are traditional Chinese names, English names, polyphonic names and names with nonstandard Chinese pronunciation may apply for name marking;

3. Renewal and annotation: ordinary passport holders should go through the formalities of renewal and annotation at the same time when they go through the formalities of passport renewal;

4. Renewal and replacement: ordinary passport holders should go through the formalities of passport renewal and replacement at the same time;

5. Annotate with previous passport: When applying for a new passport, ordinary passport holders should also go through the formalities of annotating with previous passports, and the passport number should be the ordinary passport that has been invalidated recently. At the request of the applicant, more than one passport number can be added to the newly applied ordinary passport.

Second, the application materials

(1) When a local resident applies for an ordinary passport for the first time or fails to apply again, he shall submit the following authentic and valid materials:

1. Fill in the complete Application Form for Entry and Exit Documents of China Citizens;

2. Resident identity card and residence booklet and their copies; During the collection, renewal and replacement of resident identity cards, temporary resident identity cards, household registration books and their copies may be submitted;

3. Citizens under the age of 16 should be accompanied by their guardians and submit guardianship certificates (such as birth certificates and household registration books). ), the guardian's consent to leave the country, the guardian's resident ID card or household registration book, passport and a copy;

4. State functionaries shall, after examination and approval in accordance with the relevant regulations and personnel management authority, submit the certificate of consent to leave the country issued by their unit or the competent unit at a higher level;

5. Other materials required by the exit-entry administration of the public security organ of the provincial local people's government after approval by the exit-entry administration of the Ministry of Public Security.

Servicemen applying for ordinary passports shall, after completing the examination and approval procedures in accordance with the administrative authority, submit them to the exit-entry administration department of the public security organ of the local people's government at or above the county level where the troops are located.

(2) When applying for the renewal of ordinary passports, local registered residents shall submit the original ordinary passports and their photocopies, in addition to the same materials as those used for the first time.

If a citizen who has settled abroad returns to China for a short period of time to apply for the renewal of an ordinary passport, he shall also submit a certificate of overseas settlement and a temporary residence permit and a copy issued by the public security organ of the temporary residence.

(3) When applying for reissue of ordinary passports, local registered residents shall submit the same materials as those applied for ordinary passports for the first time.

If a citizen who has settled abroad returns to China for a short period of time to apply for a replacement ordinary passport, he shall also submit a certificate of overseas settlement and a temporary residence permit and a copy issued by the public security organ of the temporary residence.

(4) Where a local registered resident applies for the annotation of an ordinary passport, it shall submit the ordinary passport and its photocopy, as well as the supporting materials that need to be annotated.

Third, the time limit for applying for a permit.

When a citizen applies for an ordinary passport or an ordinary passport is changed, replaced or reissued, the exit-entry administration department of the public security organ shall issue it within 15 days from the date of receiving the application materials. Those who meet the requirements for expedited handling of ordinary passports shall be issued by the exit-entry administration organ of the public security organ within five working days from the date of receiving the application materials.

In remote areas or inaccessible areas or due to special circumstances, ordinary passports cannot be issued on schedule, and the issuance time can be extended to 30 days with the approval of the person in charge of the exit-entry administration of the public security organ of the provincial local people's government.
