Before 20 18, China Fire Department was a service arm, and it was one of the active forces (public security fire department) managed by the Ministry of Public Security. Under the unified leadership of the Fire Department of the Ministry of Public Security, it was incorporated into the armed police sequence.

After the institutional reform of 20 18, the public security fire brigade retired from active service and was placed under the leadership of the emergency management department as a whole. The Fire Department of the Ministry of Public Security was reorganized into the Fire and Rescue Bureau of the Emergency Management Department, and the establishment of the armed police was changed from active service to administrative establishment.

Because the Fire and Rescue Bureau is under the jurisdiction of the Emergency Management Department, many friends think that the Provincial Fire and Rescue Corps is also under the jurisdiction of the Provincial Emergency Management Department.

In fact, this is completely wrong. The Provincial Fire Rescue Corps and the Provincial Emergency Management Department are brothers at the same level and are not subordinate.

At present, the fire rescue system is divided into five levels from high to low: fire rescue bureau, provincial fire rescue corps, municipal fire rescue detachment, county fire rescue brigade and township fire station.

In particular, it should be reminded that the Fire Fighting and Rescue Bureau is not a deputy ministerial-level national bureau similar to the National Immigration Bureau. Its full name is the Fire and Rescue Bureau of the Emergency Management Department. It is a subordinate unit and bureau of the Emergency Management Department and a department-level (department-level) institution.

However, unlike the general bureau-level units, the Fire and Rescue Bureau has strong independence and is the central budget unit.

2. At the local level, the fire rescue system and emergency management system are equal brothers and business contact units.

There is a simple reason. At present, the fire rescue system is managed vertically by the central government, and the emergency management system is managed by local party committees and governments, which belong to two lines.

Taking the provincial level as an example, the fire rescue corps is subordinate to the central government and is a subordinate unit of the fire rescue bureau; The emergency management department is subordinate to the local government, and it is the component and working department of the provincial government.

It can be seen that the superior units of the two are completely different. The Provincial Fire Rescue Corps is responsible for the Fire Rescue Bureau and has no direct subordinate relationship with the Provincial Emergency Management Department.
