The main forms of poverty alleviation:

The army and the armed police help the poor. It is clear that the political organs and people's armed forces departments of provincial military regions and military sub-regions are members of the leading group for poverty alleviation and development of the government at the same level.

In accordance with the principle of "being close to the spot, doing something and doing our best", provincial military regions (Armed Police Corps) focus on helping key counties in poverty alleviation and development, and military sub-regions help townships or poor villages with heavy poverty alleviation tasks. The combat troops determine the aid target nearby according to the actual situation.

Military academies, medical treatment, scientific research, equipment repair and other units should give full play to their own advantages and actively support the development of education, science and technology, culture, health and other social undertakings in poor areas.

All democratic parties, federations of industry and commerce and personages without party affiliation help the poor. Encourage democratic parties, federations of industry and commerce and personages without party affiliation to give full play to their advantages such as extensive contacts and rich talents and intelligence, and help poor areas develop social undertakings such as education, science and technology, culture and health, improve infrastructure conditions and promote the development of industries with distinctive advantages through targeted poverty alleviation, intellectual support and glorious undertakings.

5. Enterprises help the poor. State-owned enterprises are the backbone and lifeline of the national economy and should play a leading role in poverty alleviation and development. Private enterprises are an important force in social poverty alleviation, and should actively fulfill their social responsibilities and participate in poverty alleviation and development.

Encourage all kinds of enterprises to participate in poverty alleviation by investing in poverty-stricken areas, recruiting jobs, donating money to help the poor, and skills training, so as to promote economic and social development in poverty-stricken areas and drive poor people to increase their income and become rich.

SASAC, Federation of Industry and Commerce and poverty alleviation departments at all levels should strengthen communication and coordination, establish contact mechanisms, and do a good job in support, service and publicity.

Safeguard measures for poverty alleviation:

1. Implement supporting policies. Encourage qualified units to set up poverty alleviation funds, expand social poverty alleviation financing channels, and use them exclusively for poverty alleviation work.
