Regulations of Yinchuan Municipality on Water Supply and Water Saving (revised on 20 18)

Chapter I General Provisions Article 1 In order to strengthen the management of urban water supply and water saving in this Municipality, safeguard the legitimate rights and interests of water supply enterprises and users, promote the development of water supply and water saving, and ensure the use of water for life, production and other purposes, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC), the Regulations on Urban Water Supply of the State Council and the actual situation of this Municipality. Article 2 These Regulations shall apply to urban water supply, urban water supply and water-saving activities. Article 3 Urban water supply as mentioned in these Regulations refers to urban public water supply (including reclaimed water supply) and secondary water supply.

Urban public water supply refers to the behavior of urban public water supply enterprises to provide water for life and production with public water supply pipe network and its affiliated facilities as units and residents.

Secondary water supply refers to the way that the water in the urban public water supply network is separately pressurized and stored, and then supplied to water stations or users.

The term "urban water conservation" as mentioned in these Regulations refers to strengthening the management of water conservation through administrative, technical and economic measures in urban water supply areas. Fourth city and county (city) people's government department in charge of urban water supply and water saving is responsible for the management of urban water supply and water saving within their respective administrative areas. The municipal water management institution affiliated to the municipal water supply and water saving department is specifically responsible for the daily supervision and management of urban water supply and water saving.

Health and Family Planning Commission, environmental protection, market supervision and management and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the management of urban water supply and water saving. Fifth city and county (city) people's governments shall incorporate the development of urban water supply and water saving into the national economic and social development plan. Article 6 Urban water supply adheres to the principle of combining water source development with water conservation, ensuring equal emphasis on water quantity and quality, giving priority to urban residents' domestic water use, and giving overall consideration to production water and other water use. Seventh encourage and support the scientific research and technological development of urban water supply and water saving, introduce and popularize advanced technologies and equipment, and promote the construction of urban water supply and water saving. Chapter II Construction and Management of Water Supply Facilities Article 8 The urban water supply facilities mentioned in these Regulations include urban water supply reservoirs, water plants, water source wells, transmission and distribution networks, clean water pools, secondary water supply facilities, pools, water meter wells, valve wells, registered water meters, fire hydrant wells and special water distribution pipelines for water supply. Ninth city, county (city) urban water supply and water saving departments should be based on the overall urban planning, in conjunction with the planning department at the same level to prepare a special plan for water supply projects, submitted to the people's government at the same level for approval before implementation. Article 10 The survey, design, construction and supervision of urban water supply projects shall abide by the relevant national technical standards and norms, and it is forbidden to undertake the survey, design, construction and supervision tasks of urban water supply projects without a license or beyond the business scope specified in the qualification certificate. Article 11 The quality of materials and equipment used in urban water supply projects shall meet the standards set by the state, and it is forbidden to use fake and shoddy products and products explicitly eliminated by the state. Twelfth new construction, renovation and expansion of large and medium-sized cities after the completion of water supply projects, the construction unit shall, in conjunction with urban water supply enterprises and other relevant departments for acceptance, after acceptance to the city, county (city) urban water supply and water saving departments for the record.

City water supply project without acceptance or unqualified acceptance, shall not be put into use. Thirteenth city water supply enterprises and users shall be responsible for the maintenance of water supply facilities in accordance with the following provisions:

(a) the front of the registered water meter of the unit user is maintained by the city water supply enterprise, and the rear of the registered water meter is maintained by the unit user;

(two) residential units in residential areas are registered water meters, the front part of the meter wells, registered water meters and registered water meters are maintained by urban water supply enterprises, and the rear part of the registered water meters is maintained by unit users.

(three) each household set up a registered water meter, the registered water meter and its front part are maintained by the city water supply enterprise, and the part after the registered water meter is maintained by the user. Fourteenth in the urban water supply pipeline to take over water sources, modification, modification of water supply facilities, should be approved by the urban water supply enterprises.

Newly built, rebuilt and expanded urban water supply pipelines shall be washed and disinfected by the construction unit or urban water supply enterprises before they are put into use or connected with the urban water supply network system, and can only be put into use after passing the inspection by qualified water quality testing institutions. Fifteenth units and individuals that use urban public water supply, where the water pressure requirements exceed the water pressure standard of urban public water supply network, should build their own secondary water supply facilities.

Measures for the administration of secondary water supply facilities shall be formulated by the Municipal People's government. Sixteenth without approval, the water supply pipe network system of self-built facilities shall not be connected with the urban public water supply pipe network system. Units that prohibit the production or use of toxic and harmful substances directly connect their production water pipe network system with the urban public water supply pipe network system. Seventeenth urban water supply enterprises shall take the following safety protection measures when carrying out construction, emergency repair and maintenance of water supply facilities:

(a) all kinds of fire protection and water supply manhole covers, piles and bolts located within the scope of urban roads shall conform to the maintenance specifications;

(two) the construction site of urban water supply facilities maintenance shall set up obvious warning signs and take safety protection measures.

When an accident occurs to the water supply pipeline and its ancillary facilities, it shall promptly organize emergency repairs to restore water supply, and report to the competent department of water supply and water saving in the city and county (city).

During the period of construction and maintenance, if it is necessary to stop water supply or reduce the water supply pressure for more than 24 hours, it shall be approved by the municipal or county (city) urban water supply and water saving department, and notify the user of the start and end time of water supply 24 hours in advance.

No unit or individual may hinder or interfere with the construction, emergency repair and maintenance of water supply facilities by urban water supply enterprises. Staff of urban water supply enterprises shall show their work certificates when entering residents' homes for maintenance.
