Agreement No.78 of the Vietnamese Government on the Specific Provisions and Implementation Measures of the Vietnamese Nationality Law: To apply for Vietnamese nationality, three conditions are required:

Master enough Vietnamese social life terms to adapt to the living and working environment; Living in Vietnam and obtaining a residence certificate issued by the Vietnamese public security organ; Have legal property and income to prove that they have living conditions or have several people to guarantee in Vietnam.

In addition, people who have made outstanding contributions to Vietnam's construction and national defense and people who are particularly beneficial to Vietnam (people with special talents in science, economy, culture and sports) can be exempted from some nationality requirements.

Both sides agree that Vietnamese who have not lost their Vietnamese nationality but have settled abroad but do not have a valid Vietnamese passport must register their Vietnamese nationality if they wish to hold a Vietnamese passport. Registration time is 20 1 4 July1.
