First of all, it must be clear that both spouses and children of American citizens need to get American green cards first, and then apply for American citizens five years later. They cannot get citizens directly.

Spouses and children of deceased American citizens can apply for a US green card by submitting the I-360 form to the Immigration Bureau within two years from the date of death of the American citizen. This clause is an immigration law signed by Obama in 2009.
