(4) Organize the review of water conservancy construction project proposals, feasibility study reports and preliminary design reports; guide and supervise the construction of key water conservancy project projects in the province; organize the formulation of technical quality standards for the water industry and supervise their implementation.

(5) Organize and guide the management and protection of water engineering facilities, waters and rivers in the province; guide and supervise the comprehensive management, development and utilization of rivers in the province.

(6) Organize and coordinate the basic construction of farmland water conservancy; guide and supervise the construction of irrigation areas, water-saving renovations, hydropower projects focusing on flood control, irrigation, and water supply, and the management and operation of rural small hydropower; guide relevant The department will do a good job in reservoir resettlement.

(7) Responsible for the guidance and management of urban water supply and rural drinking water in the province; review the qualifications of urban and rural water supply enterprises; guide the construction and management of urban water supply, drainage and reclaimed water reuse facilities; participate in urban water supply Price verification work.

(8) Guide, supervise and manage the province's planned water use and water conservation work, formulate water conservation policies, guide the preparation of water conservation plans and annual plans, formulate water use quotas and related standards, and supervise their implementation.

(9) Responsible for the province's soil and water conservation work organization to formulate water and soil conservation plans, guide the monitoring and comprehensive management of water and soil erosion; examine and approve water and soil conservation plans for development and construction projects and supervise their implementation.

(10) Guide the province’s water administration supervision and water administrative law enforcement work, and coordinate the handling of water disputes.

(11) Responsible for water science and technology work, organizing or participating in external exchange activities related to water work. Guide the construction of water affairs team across the province.

(12) Responsible for macro-regulation, inspection and supervision of the use of water affairs funds in the province.

(13) Undertake the daily work of the Provincial Flood Control, Wind Prevention and Drought Control Headquarters, organize, coordinate, supervise, direct and manage the province's flood control, wind prevention and drought prevention work, and monitor important rivers and important water conservancy projects. (14) Responsible for inspecting and supervising the implementation of the laws, regulations, rules, guidelines and policies of the party and the state by affiliated public institutions, and coordinating with relevant departments to supervise their operational state-owned assets.

(15) Undertake other tasks assigned by the provincial government and superior departments.
