In this regard, we strictly control the "three customs":
First, strictly check the cadre files before appointment. In order to effectively prevent and overcome the "appointment with illness" and "promotion with illness" of cadres caused by "problem files", we changed "acceptance after appointment" to "check before appointment" and implemented a pre-appointment audit system for cadres' files. When inspecting the city management cadres to be promoted, the Archives Department of the Organization Department of the Municipal Party Committee is responsible for the pre-appointment audit of the files, and the authenticity and completeness of the materials are reviewed one by one, and strict checks are made. Those that have not been audited, or the materials have been seriously altered, or cannot be ascertained due to the lack of important original materials and false materials, will not be submitted to the ministerial meeting. The third is to strictly control the management and use of cadre files. Constantly improve the daily management of cadres' files, and adhere to "five don't check", "five don't borrow" and "four don't turn". In the past two years, due to incomplete archival materials and irregular arrangement, the 14 volume arranged by the original unit was returned. These measures not only ensure the standardized and effective management of cadres' files, but more importantly, safeguard the seriousness and fairness of organization and personnel work.
Third, innovate ideas, manage with characteristics, and give full play to the important role of file management in cadre and personnel work.
It is an important duty of cadres' archives work to tap the potential of archives, develop archives information resources and provide basis for organizing personnel work decisions.
In this regard, we focus on the following aspects of exploration:
The first is to establish characteristic files and scientifically evaluate cadres' political achievements. In order to identify and evaluate cadres more comprehensively and historically, we have established cadre inspection files and cadre ability files. In the process of appointment and dismissal of cadres, a set of materials, such as the Registration Form for Cadres' Inspection, the Pre-appointment Examination Form for Cadres, the Examination Form from Probation to Full Appointment, and the Inspection Materials after Probation, have been innovatively formed, covering important information such as cadres' grassroots experience, work performance, post tenure, assessment, recommendation, conversation, discipline inspection, family planning, comprehensive management and other departments' opinions, and the whole inspection process has been reproduced in the archives. First, individual units sometimes fail to check the "three times" and fail to correct them in time.
Second, the file management level of each unit is unbalanced, and a few units are not strict enough to implement the daily management system of cadre personnel files, and their sense of responsibility is not strong.
Third, some units still have problems of shortage and imperfection left over from the past, which are difficult to supplement.
Fourth, the collection of new materials reflecting the reform of the cadre personnel system, such as public election and competition for posts, is not enough, and so on.
We will take this meeting as an opportunity to learn from the good experiences and practices of sister cities and units to further improve the scientific level of cadre personnel file management in our city.
2 cadres and personnel files special audit work report
In order to implement the requirements of the Notice of the Organization Department of the Municipal Party Committee on Carrying out the Special Audit of Cadres' Personnel Files in the City (Panzutong [* *] 107), and comprehensively do a good job in the special audit of cadres' personnel files in our bureau, the following work plan is formulated in combination with the actual work of our bureau. 6. Organization identification. According to the audit, the organization will identify the cadre information. If the organization has identified the cadre information and meets the policy requirements, the existing identification results of the organization shall prevail.
According to the appraisal results, the organization shall fill in the Approval Form for the Appointment and Removal of Cadres. If there is any suspicion of fraud in altering files or materials, it is necessary to fill in the special audit confirmation form of cadres' personnel files at the same time and submit it to the cadres themselves for review and signature confirmation. If my opinion is inconsistent with the organization's opinion and I refuse to sign, the organization's opinion shall prevail.
7. Problem handling. In the special audit, the files are suspected of fraud, which is difficult to find out and record after the investigation, or it has been found out but not handled, or it has been misjudged or missed. To continue the investigation, in strict accordance with the policy requirements, timely verification, as soon as possible, completely resolved within 30 days.
If there are problems such as fraud in cadre personnel files, the parties and relevant insiders should stick to the political bottom line of loyalty to the party, and take the initiative to report to the organization and personnel department before the end of July in the spirit of being responsible for the organization, history and themselves. Anyone who actively reports problems and makes in-depth inspections within the time limit may be given a lighter, mitigated or exempted treatment according to relevant laws and regulations, depending on the seriousness of the case.
