Adhere to the proper resettlement of immigrants and protection of the ecological environment as an important prerequisite for hydropower construction. Adhere to both hydropower development and environmental protection, and build an environment-friendly project. Adhere to the people-oriented, adjust measures to local conditions, innovate the thinking of resettlement work, promote the poverty alleviation of immigrants and local economic development through hydropower construction, and maintain social harmony and stability in the reservoir area. Insist on internal and external overall planning and scientific and technological progress as important measures to promote hydropower development. Coordinate the two overall situations at home and abroad, accelerate the implementation of the strategy of hydropower going abroad, and actively promote the cooperation of hydropower development in cross-border rivers; Adhere to independent innovation, increase investment in science and technology, strengthen scientific and technological research, and constantly improve the technical level of hydropower planning, construction and operation management. The hydropower development mechanism and resettlement policy system have been further improved, and the benefit sharing mechanism between hydropower development and resettlement and local governments has been gradually established. A system of policies and measures for hydropower resettlement has initially taken shape, the scientific and democratic level of resettlement work has been significantly improved, the legitimate rights and interests of migrants have been effectively guaranteed, the problems left over by migrants from key reservoirs have been basically solved, the social management of migrants has been significantly strengthened, and the society in the reservoir area has become more harmonious and stable.

The technical level of hydropower dam construction has been continuously improved, and major breakthroughs have been made in key dam construction technologies such as complex geological conditions, high earthquake intensity and 300-meter-high dam.
