Measures for the implementation of resettlement in southern Shaanxi (Provisional) General Provisions
Villages and families seriously affected by geological disasters, floods or other natural disasters;
(two) far away from the administrative village center, the infrastructure and service facilities are backward, the development conditions are poor, the infrastructure is difficult to support, and there is no potential for development;

(five) villages and households located in nature reserves, scenic spots, cultural relics protection areas and ecologically sensitive areas, which affect the regional environment;
(six) villages and farmers in the reservoir area that have been planned or will be built soon. The people's governments of cities and counties (districts) in southern Shaanxi shall set up resettlement institutions to be responsible for the resettlement work within their respective administrative areas.
As the main body of responsibility, the people's governments at the county (district) level should further clarify their responsibilities, implement the planning, do a good job in management, supervision and inspection, and steadily promote the resettlement work. City, county (District) according to the "Planning", comprehensive urban and rural development planning, construction projects, land use scale and layout, the preparation of city, county (District) resettlement planning. Resettlement land should be included in the overall planning of land use at the township (town) level, with overall consideration, reporting step by step and grading examination and approval. Cities and counties should do a good job in the relevant resettlement construction planning with centralized resettlement sites and key demonstration towns as the carrier, and report to the Provincial Department of Housing and Urban-Rural Development for technical review.
The relevant construction planning of decentralized resettlement shall be compiled by the township (town) government where the resettlement site is located and submitted to the county and municipal people's governments for approval. Centralized resettlement housing area is calculated according to the following standards:
Relocation of poor households among the masses, 30-50 square meters per household. The proportion of poor households and five-guarantee households in each city to the total number of relocated households in this city shall not exceed 10%.
Other relocated households shall, in principle, be resettled in three construction areas of 60 square meters, 80 square meters and 100 square meters respectively. Relocated households should choose and determine the above three types of households according to the actual family population and the standard of no more than 25 square meters per capita.
The relocated households whose housing area exceeds 100 square meter shall be examined and approved by the county (district) resettlement agency. The housing funds required for the excess area shall be raised by the relocated households themselves, but the housing area of each household shall not exceed125m2. Housing subsidies shall be implemented according to the following standards:
(1) Centralized resettlement is based on three construction areas of 60 square meters, 80 square meters and 100 square meters, and the relocated households will bear 1000 yuan, 25,000 yuan and 40,000 yuan respectively according to different apartment types, and the remaining construction funds will be solved by financial subsidies at all levels and integration project funds as a whole.
For the poor households, five-guarantee households and widowed old people among the relocated people, the government will provide free housing according to the prescribed area, and the required funds will be solved by financial arrangements at all levels. Five-guarantee households and widowed elderly people can also be included in nursing homes, social welfare homes and other forms of resettlement and support.

The subsidy standards for resettlement objects should be publicized and accepted by the masses. Land and resources management departments at all levels provide the following policy support for resettlement work:
(a) the overall land use planning at the township (town) level organized by the people's governments of counties (districts) should be linked with the resettlement planning in southern Shaanxi, and be examined and approved according to legal procedures to ensure the smooth implementation of the resettlement planning in this administrative region.
(two) for centralized and decentralized resettlement of land, according to the provisions of agricultural land conversion and other procedures. For centralized resettlement sites, examination and approval procedures can be handled according to the relevant provisions of urban and rural construction land increase or decrease.
(III) After the relocation of immigrants, the old villages and old curtilage bases with reclamation conditions shall be reclaimed by the land and resources management departments of cities and counties (districts), and the reclamation acceptance shall be implemented according to the Interim Measures for the Index Reserve and Acquisition and Replacement of New Cultivated Land in Shaanxi Province, which shall be reported for the record and incorporated into the balance management of cultivated land occupation and compensation. Land consolidation projects invested by paid use fees for new construction land at the provincial level are inclined to resettlement areas, increasing cultivated land area and improving cultivated land quality.
(four) the administrative department of land and resources of the city and county (District) shall register and issue certificates free of charge according to the current land ownership and registration and certification policies. The Measures shall be implemented from July 20th 11day to July1day.
