The construction of the hub adopts stage diversion, the first stage diversion surrounds the right bank and the original river bed flows; The second phase of the project, the upstream and downstream cofferdam water retaining, the main river construction, the left bank diversion tunnel and other buildings are constructed at the same time. At the time of river closure, 85% of earthwork excavation, 32% of earthwork filling and 48% of concrete and reinforced concrete have been completed in the main civil works. After the river closure, with the heightening of the dam and the gradual completion of flood discharge and sediment discharge structures, the flood discharge capacity is gradually strengthened and the annual flood standard is gradually improved.
Main works of the hub (including preliminary works): 60.27 million cubic meters of earthwork excavation, 55.74 million cubic meters of earthwork filling, 3.54 million cubic meters of concrete and reinforced concrete, 32,600 tons of metal structure installation and 30,900 tons of electromechanical equipment installation. The total investment of the project is 34.746 billion yuan, including 8.675 billion yuan for reservoir inundation treatment and resettlement. The reservoir flooded cultivated land 1.4 million hm, and the resettlement population 1.897 million.
Construction road construction
In order to reduce the pressure of the construction project that occupied the straight-line construction period before river closure and save foreign capital, the main projects of the main dam on the right bank, such as cutoff wall, diversion tunnel, middle-upper pilot tunnel, water inlet excavation and water outlet excavation, were carried out while preparing for construction.

It took two years and seven months to complete the preparatory work for water, electricity, roads, communications, camps and railway transfer stations, and completed the resettlement of the construction area and the reservoir area. International contractors praised Xiaolangdi project as the best entry condition they have ever seen. In the preparatory stage of the project construction, the relationship between all parties involved in the Xiaolangdi project construction, especially the relationship between the construction unit and the design unit, was basically established, namely: Xiaolangdi Construction Administration Bureau managed the Xiaolangdi project on behalf of the state and was fully responsible for the progress, quality, safety and investment of the project; Xiaolangdi Construction Management Bureau and Design Institute are the contractual relationship between Party A and Party B. The Design Institute is responsible for the design quality of Xiaolangdi Construction Management Bureau, and Xiaolangdi Construction Management Bureau is responsible for the project quality. This was an important measure for the reform of the infrastructure system at that time, which laid the foundation for the implementation of the owner responsibility system for Xiaolangdi Project.
In the preparation stage of project construction, a project supervision unit was established to carry out the work according to FIDIC conditions, which accumulated experience for comprehensive project supervision after the main project started.
The organization of the preparatory project is closely related to the requirements of the international bidding of the main project, and the time schedule is based on meeting the time requirement of using the World Bank loan; Construction project arrangement strives to reveal more geological conditions, carry out the main project construction on key lines in advance, and reduce the pressure of straight-line construction period; Manpower is divided into two parts: construction and bidding, and the two tasks are parallel; Management shall be carried out in accordance with FIDIC contract conditions. The above-mentioned series of work laid a good foundation for the smooth implementation of the main project construction.
