In order to implement the spirit of a series of instructions of the CPC Central Committee and the State Council on strengthening the prevention and control of geological disasters, we hereby notify you of the prevention and control of geological disasters in 20 1 1 year as follows:

First, fully understand the grim situation of geological disaster prevention and control

Geological disasters have the characteristics of strong concealment, sudden and destructive, and it is extremely difficult to prevent them. In recent years, influenced by extreme weather, earthquakes and intensified engineering construction, geological disasters have occurred frequently in China, causing a large number of casualties. All localities should be highly responsible for people's lives and property, resolutely overcome paralysis and slack, fully understand the grim situation of geological disaster prevention and control, and do a good job in the prevention and control of geological disasters in their own regions with a more high-spirited mental state, a more pragmatic work style and more effective disaster prevention measures.

Two, pay close attention to the preparation of geological disaster prevention and control planning

The "Proposal of the Central Committee on Formulating the Twelfth Five-Year Plan for National Economic and Social Development" clearly requires that the establishment of an investigation and evaluation system, a monitoring and early warning system, a prevention and control system and an emergency system in areas prone to geological disasters should be accelerated, and efforts should be made to control geological disasters in key areas. Recently, the State Council will announce the master plan for the management of small and medium-sized rivers, the reinforcement of dangerous reservoirs, the prevention and control of geological disasters of mountain torrents, and the comprehensive management of ecological environment in prone areas. It is planned to carry out projects such as investigation and evaluation, monitoring and early warning, relocation and avoidance, and key governance in five years. The 12th Five-Year Plan for the prevention and control of geological disasters in China is also under preparation. All localities should carefully plan the objectives and tasks of the region, pay close attention to the preparation of the "Twelfth Five-Year Plan" for the prevention and control of geological disasters, and publish it after approval by the provincial people's government, and report it to the Ministry for the record.

Third, strengthen the system construction.

The Central Organizing Committee approved the establishment of the geological disaster emergency management office in our department, and increased the number of leadership positions at the department and bureau level. The geological disaster emergency technical guidance center of the Ministry of Land and Resources will be established soon. All localities should take this opportunity to vigorously promote the construction of local geological disaster emergency management institutions and emergency technical support institutions, and take it as an important task of 20 1 1, and strive to establish and improve China's geological disaster emergency prevention and control system. In particular, the provinces prone to geological disasters should take 20 1 1 as the breakthrough point, and the provinces that have established provincial-level geological disaster emergency agencies should extend to cities.

Four, strengthen the management of large-scale prevention and control projects

In recent years, the central government has increased the budget funds for the prevention and control of major geological disasters year by year. All localities should actively promote the increase of financial investment in the prevention and control of geological disasters, in strict accordance with the Notice of the Ministry of Finance and the Ministry of Land and Resources on Printing and Distributing the Interim Measures for the Management of Special Funds for the Prevention and Control of Extraordinary Geological Disasters (FB [2009] No.463) and the Notice of the General Office of the Ministry of Land and Resources on Strengthening the Management of the Prevention and Control of Extraordinary Geological Disasters (No.8/KLOC-0 [2009]). For those provinces that falsify data, fail to manage and use special funds according to regulations, and fail to submit them to the Ministry in time, the Ministry will deduct or cancel the budget targets of special funds for the next year, and give them to informed criticism.

5. Continue to improve the disaster prevention capacity at the grass-roots level.

Promote the construction of disaster prevention capacity, improve the awareness of geological disaster prevention and the ability of early warning and forecasting, organization and coordination, emergency avoidance, software and hardware support. First, we must continue to solidly and deeply promote the construction of "ten counties", "five lines" and "five places" for geological disaster prevention and control. The Ministry of Health will continue to invite 65,438+000 excellent supervisors of mass prevention and treatment to Beijing to exchange experiences. Second, in conjunction with the meteorological department, the early warning and forecasting work will be further extended to counties (cities, districts). Cities (prefectures) and counties (cities, districts) prone to geological disasters that have not carried out this work should be completed this year. The third is to carry out major geological hazard investigation drills. It is necessary to clarify the evacuation signals, routes and emergency shelters of threatened personnel through drills, and clarify the division of labor, responsibilities and requirements. Fourth, continue to improve the geological disaster emergency platform. According to the construction standards of land and resources emergency platform system, the existing resources and foundations are integrated, and the data are updated to realize remote consultation and emergency command of geological disaster emergency prevention and control.

Six, do a good job in flood control and flood fighting.

All localities should prepare annual plans for the prevention and control of geological disasters, focusing on investigation, duty and emergency. First, do a good job of investigation and inspection, conduct a comprehensive investigation of hidden dangers before the flood season, promptly incorporate all hidden dangers that threaten the safety of people and property into the prevention system, and strengthen supervision and guidance on disaster prevention in the construction sites, paying special attention to the formation of congestion in the upstream due to collapse, landslide and debris flow, and the sudden breach of precipitation in the later period, resulting in a large, bulky and fast mudslide disaster. Adhere to the investigation before the rain, inspection in the rain, and review after the rain, and dynamically monitor the changes of hidden dangers of geological disasters. Second, do a good job in duty and information submission, and submit geological disasters in strict accordance with relevant regulations. According to the National Overall Emergency Plan for Public Emergencies, particularly serious and major geological disasters should be reported to our department within 4 hours after the incident. For the disasters and dangers that have not yet arrived at the site and cannot be verified, the information that has been mastered should be reported to the Ministry by fax or telephone. Third, do a good job in emergency response. In case of disasters and dangerous situations, it is necessary to start emergency response in time, organize relevant personnel to rush to the scene to assist local governments in emergency rescue and disaster relief, and focus on the transfer of threatened personnel and the prevention of secondary disasters.

Seven. Strengthen prevention and control in key areas

The Three Gorges reservoir area should do a good job in the prevention and control of geological disasters during the change of reservoir water level, especially in the monitoring of reservoir bank stability under the conditions of high water level and high precipitation before the flood season, and do a good job in the prevention and control of geological disasters in the follow-up planning of the Three Gorges reservoir area. Wenchuan, Yushu earthquake-stricken areas and Zhouqu catastrophic mountain torrents and mudslides should fully rely on the monitoring system based on group monitoring and prevention, and do a good job in daily prevention. In the critical period, it is necessary to send professional teams to guide and assist local governments in disaster prevention and ensure the safety of people's lives and property at resettlement sites. Southeast, South China, Southwest China and other mountainous and hilly areas should focus on preventing sudden disasters caused by typhoons and heavy rainfall, and pay special attention to preventing casualties, collapses and mudslides. In the loess areas of North China and Northwest China, it is necessary to prevent and control the collapse, landslide and debris flow at the edge of the loess plateau.

Eight, explore the establishment of a new mechanism for the prevention and control of geological disasters.

All localities should actively explore new mechanisms for the prevention and control of geological disasters with the participation of the whole society, formulate incentive policies according to local conditions, and attract social funds to participate in the prevention and control of geological disasters. It is necessary to strengthen overall planning and promote local integration of policies such as prevention and control of geological disasters and poverty alleviation in mountainous areas, ecological migration, new rural construction, small town construction, small watershed management, land consolidation, and mineral resources development. All provinces (autonomous regions and municipalities) are requested to report their practices and experiences in the prevention and control of geological disasters to the Department of Geology and Environment of our Ministry before the end of April. 20 1 1 year, our department will carry out nationwide research activities on the new mechanism of geological disaster prevention and control, hold an experience exchange meeting on the new mechanism of geological disaster prevention and control, and popularize advanced typical experiences.

20 1 1 is the first year of the Twelfth Five-Year Plan and the 90th anniversary of the founding of the Party. Doing a good job in the prevention and control of geological disasters this year is related to the overall situation of China's stable economic development and social stability, with far-reaching significance and great responsibility.
