Ordinary official passports are mainly issued to cadres at or below the deputy division level of government departments at all levels, as well as those who go abroad on business in state-owned enterprises and institutions.

After the opening of the new diplomatic passport, the foreign affairs offices of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for applying to the Consular Department of the Ministry of Foreign Affairs.
