First, people's governments at all levels should closely combine the activities of creating national unity and progress with improving the living standards of people of all ethnic groups, increase poverty alleviation efforts, continuously improve people's self-development ability, promote economic and social development, lay a material foundation for national unity and progress, and realize the common prosperity of people of all ethnic groups. Second, the people's governments at all levels should take the protection and improvement of people's livelihood as the starting point and the end result of the activities to create national unity and progress, and effectively solve the practical problems in the production and life of people of all ethnic groups; Vigorously develop ethnic education and effectively improve the education level of people of all ethnic groups. Third, people's governments at all levels should strengthen the organization and leadership of the activities to create national unity and progress, incorporate the activities into the evaluation system of government effectiveness construction, refine the measures to promote the activities for different targets, and constantly improve the long-term working mechanism of the activities to create national unity and progress. Four, the people's governments at all levels should establish national unity and progress to create an incentive mechanism, incentive funds included in the fiscal budget. People's governments at all levels shall encourage enterprises and various social organizations to establish an incentive and reward mechanism created by national unity and progress in their own units. The people's governments at all levels should take the publicity and education of national unity as an important task in carrying out the founding activities, and through various publicity and education activities, make the broad masses of the people understand and master the national policies, laws and regulations, make the idea of great national unity a household name and be deeply rooted in the hearts of the people, and form a good atmosphere for promoting national unity and progress.
