How did such an event of "buying a house across provinces, transferring household registration and registering for the college entrance examination in different places" work successfully? This kind of operation actually exploited the "loophole" of Tibet's policy of "buying houses and entering households" to promote urbanization and the provisions of college entrance examination registration. By buying a house and settling down, I obtained a household registration in Tibet, signed up for the college entrance examination in Tibet, and completed it in 2020. Previously, as long as you buy legal real estate in Tibet and move your hukou into Tibet, you can sign up for the college entrance examination in Tibet without having to transfer your student status. The relevant departments in Tibet responded that the candidates who "buy a house and enter a household" bought a house transfer account with legal ownership after passing the household registration examination and enjoyed the equal education policy with the urban residents in our region, which did not belong to the "college entrance examination immigrants". This was originally a policy to facilitate the settlement, work and study in Tibet, but it was used by some people to operate the "off-site college entrance examination". In response to this action, the local education examination department made timely policy adjustments.

A similar situation happened in other provinces and cities. Obviously, this is contrary to the original intention of the country to open the college entrance examination in different places and give equal opportunities to the children of migrant workers. In order to promote the college entrance examination in different places and prevent the college entrance examination immigrants, it is necessary to adjust the registration conditions of the college entrance examination and strictly examine the qualifications of the college entrance examination. It has become a realistic choice for all localities to implement the "household registration+student status dual certificate system". Specifically, it requires not only local household registration, but also local student status and actual attendance. At the same time, household registration and years of schooling, 3 years of household registration plus 3 years of schooling, are "standard" in many areas.

To solve this problem fundamentally, it is necessary to deepen the reform of the college entrance examination system, narrow the gap between the educational development of various provinces and the admission rate of the college entrance examination, establish a college entrance examination registration system based on student status, and dynamically adjust the admission index of the college entrance examination according to the changes of the student population at the national level.
