Legal analysis: 1. Those who have been punished can apply for Hong Kong and Macao passes, and there is no official restriction on this. If you work in these two places, whether you need to provide proof of no criminal record depends on whether the employers in these two places have such regulations.

2. The new version of the Hong Kong and Macao Pass stipulates that the first application must be made in person at the exit-entry administration office where the household registration is located. The application materials include: the original and photocopy of my resident ID card and residence booklet (copied on A4 paper, which can be copied on the same paper), the application form for entry and exit documents of China citizens, and two 2-inch light-colored background photos (which can also be taken on-site at my own expense), respectively, to apply for endorsements to and from Hong Kong and Macao. If you only go to Hong Kong, you have to apply for a Hong Kong endorsement; if you only go to Macao, you have to apply for a Macao endorsement. If you go to Hong Kong and Macao, you must apply for both endorsements.

Article 10 Citizens of China who travel between the Mainland and the Hong Kong Special Administrative Region and the Macao Special Administrative Region, and citizens of China who travel between Taiwan Province Province, shall apply for a pass according to law and abide by the relevant provisions of this Law. Specific management measures shall be formulated by the State Council.

Twelfth China citizens are not allowed to leave the country under any of the following circumstances:

(1) Failing to hold a valid exit-entry certificate or refusing or evading border inspection;

(two) the punishment has not been completed or belongs to the defendant or criminal suspect in a criminal case;

(three) there are unresolved civil cases, and the people's court decides not to leave the country;

(4) Being subject to criminal punishment for obstructing the administration of the country (border) or being repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and not allowed to leave the country within the prescribed time limit;

(five) may endanger national security and interests, the relevant authorities in the State Council decided not to leave the country;

(6) Other circumstances under which exit from the country is prohibited by laws and administrative regulations.
