The third part discusses the way to increase the number of people-implementing benevolent government. This part is divided into three levels to discuss the basic ways, fundamental ways and correct attitudes that should be adopted to promote the king and implement benevolent policies to increase the number of people.
The basic way: don't go against the farming season, develop production and solve the problem of food and clothing for the people. At this level, Mencius used the form of "chain reasoning". It is to introduce a new conclusion based on the previous conclusion, and then introduce an updated conclusion based on this new conclusion, and so on.
