Can Fengcheng hukou apply for Hong Kong and Macao Pass visa in Nanchang?

I can't. Only Nanchang account in Jiangxi can apply for free travel endorsement of Hong Kong and Macao Pass, but Fengcheng account cannot. The Hong Kong and Macao Pass, commonly known as the Two-way Permit, is a travel document issued by the Exit-Entry Administration of People's Republic of China (PRC) and People's Republic of China (PRC) (namely, the State Exit-Entry Administration, with two brands in one organization) to mainland residents in China for private travel to and from Hong Kong or Macau, visiting relatives, engaging in business, training, employment, studying abroad and other non-official activities.
