(2) Having lived in a poverty-stricken natural village in a mountainous area that is not included in the immigration plan and determined by the provincial people's government for more than 7 years and has only one child;

(3) The man has settled in a family with only girls and supported the woman's parents;

(4) The brother or spouse of the brother of the man, who is over 3 years old, has been identified as infertile by a medical institution or a family planning technical service institution at or above the county level and has not adopted a child.

if there are more than three sisters or brothers in the preceding paragraph, and more than two people request to have a second child, only one of them will be approved.
