I don't object to the establishment of nature reserves, but I think nature reserves can only be used in places where natural landscapes and natural ecosystems are well preserved, as well as in some primitive places. The main purpose is to preserve the biodiversity here and make the natural ecosystems here continue. However, nature reserves cannot be expanded indefinitely. If they expand indefinitely, there will be no room for our economic development, which is not feasible. Now some places have drawn a large nature reserve. Originally, ecology can achieve a virtuous circle through artificial transformation and rational utilization, but now it has become a nature reserve, which has reduced many resources that could have been utilized and brought a large number of ecological immigrants. Ecological migration is a very complicated problem. At present, there are many degraded grasslands in China, and few natural grasslands are not degraded. If the grassland is degraded, it is obviously not advisable for us to use this place as a protected area to move people out.
So my view is "protect in development and develop in protection". Rational use of resources is protection, and it can't be protected without development. We must combine development with protection, that is, we must combine economic development with environmental protection. Just because we want to pursue the harmonious development between man and nature, we cannot unilaterally think that nothing in nature can move. Recently, the State Environmental Protection Administration proposed a new method. In the past, it was only the EIA of the project, for example, the EIA of the power station was carried out when the power station was built. Now it is good to do not only the EIA of the project, but also the EIA of the whole plan. For example, to develop a river and build several power stations, it is necessary to have a plan first, then evaluate the environmental impact of the whole plan, and then evaluate the individual projects of each power station. I think this is in line with the procedure and really considers economic and environmental development together.
In the process of solving these problems, we must comprehensively study the functions, processes and changes of ecosystems, and at the same time, we must carry out comprehensive cross-disciplinary research. We should treat nature as a system, and we must emphasize the "comprehensive" study of nature. Nowadays, this problem has been paid more and more attention, and a large number of comprehensive research projects on environment and ecology are being carried out.
In a word, it is a very important task to deal with the relationship between man and nature and combine the two issues of economy and environment, that is, the two issues of development and protection.
