According to the principle requirements of airport location, after repeated argumentation and comparison, the expert group finally determined that lishi district Tianjiahui Yuan Shang, fangshan county Dawu Town Sunjiashan and fangshan county Yukou Town Xinglong Bay were included in the primary list of Lvliang Airport. On this basis, after strict screening, the location of the airport was finally determined as Dawu Town, fangshan county.

On February 2, 2009, the foundation stone was laid for Lvliang Dawu Civil Airport. Because Luliang Airport is located in the middle of the Loess Plateau, the project progress was once stagnant because of the complicated geographical and hydrological environment, loose geological soil, difficult earth and stone movement and other related problems. As of April 20 12, the airport is still under construction, still in the early stage of the project, and related engineering operations such as earthwork movement and foundation leveling.
