Can I apply for a US tourist or student visa during the US immigration period?

The State Council's position is that "a foreigner who shows immigration registration information or intends to immigrate to the United States will be issued a non-immigrant visa if he/she can convince American consular officials that he/she really wants to travel to the United States for a short time and return to China immediately after the trip".
