At present, the policy of system matching and connection between the social insurance for landless farmers and the basic old-age insurance for employees is still in the stage of research and formulation, but it will be combined and calculated after the policy is promulgated. Its policy basis is the second paragraph of Article 12 of Guo Fa [2009] No.32: We should coordinate the new rural old-age insurance system with the social security of landless farmers, the support policy for the later period of reservoir resettlement, the rural family planning reward and assistance policy, the rural five-guarantee system, the social preferential treatment system and the rural minimum living security system. The specific measures shall be studied and formulated by Ministry of Human Resources and Social Security and the Ministry of Finance jointly with relevant departments.
