Regulations of Hulun Lake National Nature Reserve in Inner Mongolia Autonomous Region

Chapter I General Provisions Article 1 In order to strengthen the protection and management of Hulun Lake National Nature Reserve (hereinafter referred to as Nature Reserve), maintain its ecological function and biodiversity, and promote the coordinated development of economy and society, these Regulations are formulated in accordance with the Environmental Protection Law of People's Republic of China (PRC), the Regulations of People's Republic of China (PRC) Nature Reserve and relevant national laws and regulations, and in combination with the actual situation of nature reserves. Article 2 Nature reserves are located in Xinbaerhuyouqi, Manzhouli City and Zhalainuoer District of Hulunbeier City, and belong to comprehensive nature reserves of wildlife type, wetland ecosystem type and grassland ecosystem type. The area and boundary of the reserve shall be subject to the area and boundary approved by the State Council. Article 3 Planning, protection, construction, utilization and management activities in protected areas shall abide by these regulations. Article 4 The management of protected areas shall adhere to the principles of giving priority to protection, scientific planning, rational utilization and sustainable development, and properly handle the relationship between ecological environment protection and local economic and social development and residents' production and life. Article 5 The people's governments of autonomous regions, Hulunbeier City and counties where protected areas are located shall incorporate the planning, construction and protection of protected areas into the national economic and social development plan, and establish a long-term mechanism for protection investment and ecological compensation. The funds needed for the construction, protection and management of protected areas shall be arranged by the people's governments at or above the county level where the protected areas are located. Article 6 The People's Government of the Autonomous Region shall strengthen its leadership over the work of protected areas, and the Hulunbeier Municipal People's Government shall be responsible for the protection and management of protected areas, and coordinate and solve major problems in natural environmental protection, ecological construction, watershed management and economic and social development of protected areas. Seventh Hulunbeier Municipal People's Government is responsible for the protection and management of protected areas. The main responsibilities of the reserve management agencies:

(a) to implement the relevant laws, regulations, rules, guidelines and policies of the state and the autonomous region;

(two) responsible for organizing the preparation, revision and implementation of the overall planning and special planning of protected areas, and formulating and implementing various management systems;

(three) to be responsible for the protection and management of the natural environment and natural resources in the protected areas;

(4) Organizing resource investigation, ecological protection and environmental monitoring, and coordinating the protection, reproduction and epidemic prevention of wild animals and plants;

(5) Organizing scientific research and publicity and education activities;

(six) under the premise of not affecting the natural environment and natural resources of the protected area, in accordance with the overall planning of the protected area, organize visits, tourism and other activities;

(7) Organizing domestic and international cooperation in protected areas;

(eight) to investigate and deal with illegal acts involving the construction, protection and management of protected areas according to law;

(nine) other management work of protected areas.

The departments of environmental protection, forestry, public security, water conservancy, agriculture and animal husbandry, tourism, land and resources, transportation, housing and urban and rural construction of the people's government at or above the county level where the protected area is located shall, according to their respective functions and duties, do a good job in the management of the protected area. Eighth autonomous regions encourage social forces to invest or participate in the construction and protection of protected areas in other ways. Article 9 All units and individuals have the obligation to protect the natural environment and natural resources in protected areas, and have the right to report acts of destroying and encroaching on the natural environment and natural resources. Article 10 The people's governments at or above the county level where protected areas are located shall commend and reward the units and individuals that have made remarkable achievements in the construction, protection, management and scientific research of protected areas. Chapter II Planning and Protection Article 11 The administrative organ of protected areas shall, jointly with the relevant departments of the people's government at the same level, formulate the overall planning of protected areas and submit it for approval in accordance with the procedures prescribed by the state.

The approved master plan of protected areas shall be strictly implemented, and no unit or individual may change it without authorization; If it is really necessary to change, it shall be submitted for approval in accordance with the original approval procedures. Twelfth protected area management agencies shall, according to the scope and boundaries of protected areas approved by the State Council, set up protected area boundary signs and functional area boundary signs, and announce them to the public.

Without the approval of the original examination and approval authority, no unit or individual may change the nature and boundary of the protected area.

No unit or individual may destroy or move the landmarks and other protection facilities of the protected areas without authorization. Thirteenth protected areas are divided into core areas, buffer areas and experimental areas, and their scope and boundaries must be approved by the State Council.

The core area is a well-preserved natural ecosystem and a concentrated distribution area of rare and endangered animals and plants. No unit or individual may enter the core area without authorization.

The periphery of the core area is a buffer zone, and only scientific research and observation activities are allowed, and tourism, production and business activities are prohibited.

The periphery of the buffer zone is an experimental zone, where scientific experiments, teaching practice, visits, tourism, domestication and breeding of rare and endangered wild animals and plants, and appropriate production and business activities can be carried out. Fourteenth Hulunbeier Municipal People's government and the people's government at the county level where the reserve is located shall formulate the ecological migration plan of the reserve within their respective jurisdictions, and the core area will gradually become uninhabited, and the population of the buffer zone and the experimental area will gradually decrease. Fifteenth protected areas are prohibited from moving into new households. Units, residents and personnel who have been approved to enter the protected area shall abide by the relevant provisions of the protected area and obey the management of the protected area management agencies.
