How to treat the migration of China people?

More than 90% international students choose to work in a foreign country and will not come back, because the living conditions and perfect social welfare system in Europe and America make them choose to stay.

Part of it is that China is excluded, so it is impossible to work and live in China and go abroad.

The other part is fugitives who have fled abroad.

There are also some people who take other people's money into their pockets and flee their motherland.
