How about the resettlement of Wenchuan earthquake victims?
Chen, deputy director of the Sichuan Provincial Civil Affairs Department, informed here today that the Sichuan Provincial Civil Affairs Department is making every effort to solve the resettlement problem of the "three orphans" affected by the earthquake.
Chen said that for the "three orphans" who can't find their relatives temporarily, the civil affairs department is trying to help them find their parents and relatives. For orphans, relatives' support, family adoption, foster care, family-style support, centralized support and school boarding will be adopted. Five-guarantee households and the "three orphans" who have no room to live in will be unified to the nursing homes or welfare homes for centralized support, and at the same time, the construction progress of centralized support institutions will be accelerated, so that the "three orphans" caused by the disaster will be raised.
According to preliminary statistics, up to now, the "512" Wenchuan earthquake has caused three new orphans 1349 people in Sichuan Province, including 645 elderly orphans, 532 orphans and disabled orphans 172 people.
Chen said that after the earthquake, civil affairs departments at all levels in Sichuan took various measures to properly resettle the "Three Orphans", placed them in nearby social welfare institutions or nearby temporary resettlement sites for victims, and some of them were raised by relatives. In addition, according to the standard of 600 yuan per person per month, three months of disaster relief subsidies were paid. Through the above methods, the new and old "three orphans" in the disaster area have been properly resettled.
Regarding the widespread concern about the adoption of earthquake orphans, Chen said that the number of orphans caused by the earthquake is still uncertain, because the identity of orphans can only be officially certified after the legal department issues the death certificate of their parents. Orphans caused by this year's Wenchuan earthquake will not be allowed to adopt overseas, including Hong Kong, Macao and Taiwan.
According to reports, people from all walks of life have given special care to the "three orphans", especially orphans. China Life Insurance Company recently promised to the Ministry of Civil Affairs that from February this year, every earthquake orphan will be given a monthly living allowance in 600 yuan until the orphan reaches the age of 18.
Since the "5. 12" Wenchuan earthquake, Sichuan Province has distributed 2.73 billion yuan of subsidies for transitional resettlement houses, and completed 2130,000 permanent rural housing reconstruction projects, including 980 million yuan of reconstruction subsidies, 0/654.38+0.56 million maintenance and reinforcement, and 4 16 maintenance and reinforcement.
It is understood that Sichuan will strive to complete the restoration and construction project of rural houses damaged by the Wenchuan earthquake within 1.5 years.
In addition, in order to ensure the normal life of the people in the earthquake-stricken areas, after the earthquake, Sichuan * * * distributed 3.89 billion yuan of temporary living assistance funds and 0.86 million tons of disaster relief food, helping more than 7 million people in need.
According to Chen, deputy director of Sichuan Provincial Civil Affairs Department, in order to appease the families of the victims, at present, Sichuan Province has distributed solatium1.1.50 billion yuan to the families of the victims. Those who meet the minimum living guarantee conditions are included in the scope of protection. More than 40,000 people affected by the earthquake in Sichuan Province were included in the urban and rural subsistence allowances respectively.
Chen also said that in the next earthquake relief work, Sichuan Province will focus on ensuring the basic livelihood of the affected people, speed up the construction of permanent housing in rural areas, make every effort to solve the resettlement of the "three orphans" affected by the disaster, and strengthen the supervision and management of the receipt and distribution of disaster relief funds and materials.
Now, all localities are actively carrying out post-disaster resettlement work. The first question is, where will so many people live in the future? Generally speaking, it is difficult to build permanent housing in a short time. It will take at least three years from now to build permanent housing. Therefore, a transitional policy is needed at present, which is to build non-permanent housing that can live for two to three years in a relatively stable place first.
First, this kind of housing has a short construction period, which allows the victims to move in in a short time. The second is to avoid the difficulty of permanent housing site selection. At present, the relevant departments have not studied whether to rebuild in the original site, and Wenchuan area has always been an earthquake-prone area, and whether it is suitable for rebuilding homes remains to be discussed. Therefore, it is a way to build non-permanent housing first and study countermeasures while resettling the victims.
The earthquake left too many families disabled, children lost their parents and became orphans, and the elderly lost their children and no one to support them. Faced with this situation, many areas have made preparations for the adoption and resettlement of orphans after the disaster, opened an adoption consultation hotline, and arranged for citizens to make an appointment to register for adoption.
However, it is not enough to give children a home. Post-disaster psychotherapy should be carried out as soon as possible to help them recover their mental health. The earthquake should not be a nightmare for children all their lives. In addition, for the elderly without support, nursing homes should be implemented and built as soon as possible while building houses.
