Generally, passport applications must be processed at the place of residence, but in order to further facilitate the floating population to apply for entry and exit documents nearby, the Ministry of Public Security issued a regulation on 20 13 that entry and exit documents can be processed at the place of residence nearby.

If a resident applies for an ordinary passport in the exit-entry administration department of the public security organ in his place of residence, he shall examine and approve the issuance of an ordinary passport within 7 working days from the date of accepting the application materials. The time limit for issuing cross-provincial ordinary passports is 20 days. In remote areas or areas with inconvenient transportation or due to special circumstances, the exit-entry administration of public security organs cannot issue ordinary passports within the above time limit. With the approval of the person in charge of the exit-entry administration of the provincial public security organ, the time limit for issuing ordinary passports may be extended by 30 days.

Conditions for application, renewal and replacement of ordinary passports

I. Application conditions

China citizens who go abroad for non-official reasons, such as settling in a foreign country, visiting relatives, studying, obtaining employment, traveling and engaging in business activities, may apply for an ordinary passport with their ID cards. State functionaries and servicemen registered for the record still need the consent of their units before they can apply.

Two, meet one of the following conditions can apply for a new ordinary passport.

1, the visa page is running out.

2. The validity period is less than six months, or it is more than six months, but there are materials to prove that the validity period does not meet the requirements of the destination country.

3. The name, gender, ID number, place of birth and date of birth on the household registration book have changed or the applicant's appearance has changed significantly.

5. Other circumstances identified by the Exit-Entry Administration of the Ministry of Public Security.
