Passports can be handled in different places.

I. Application conditions

China citizens who go abroad for non-official reasons, such as settling in a foreign country, visiting relatives, studying, obtaining employment, traveling and engaging in business activities, may apply for an ordinary passport with their ID cards. State functionaries and servicemen registered for the record still need the consent of their units before they can apply.
