You can go to court to sue the local village Committee, complain about corruption and bribery of village cadres, and report to the procuratorate.

Article 18 of the Criminal Procedure Law stipulates that criminal cases shall be investigated by public security organs, unless otherwise stipulated by law. Crimes of corruption and bribery, crimes of dereliction of duty by state functionaries, crimes of illegal detention, crimes of extorting confessions by state functionaries by torture, crimes of retaliation and framing, crimes of illegal search, and crimes of infringing citizens' democratic rights shall be investigated by the people's procuratorate. If other major criminal cases committed by state functionaries by taking advantage of their functions and powers need to be directly accepted by the people's procuratorate, they may be placed on file for investigation upon the decision of the people's procuratorate at or above the provincial level.

NPC Standing Committee's interpretation of the second paragraph of Article 93 of the Criminal Law of People's Republic of China (PRC): Grass-roots organizations such as villagers' committees assist the people's government in the following administrative work, which belongs to "other persons engaged in public affairs according to law" as stipulated in the second paragraph of Article 93 of the Criminal Law: (1) managing disaster relief, emergency rescue, flood prevention, special care, poverty alleviation, immigration and relief funds and materials; (two) the management of social donations to public welfare undertakings; (three) the operation and management of state-owned land; (four) the management of land expropriation compensation fees; (5) Collecting and paying taxes; (six) family planning, household registration and conscription; (seven) to assist other administrative work of the people's government.
