Gradually establish a management system of grading and hierarchical management for the Ministry of Water Resources, river basin agencies, local water administrative departments and legal persons of construction projects. Chapter II Management System and Duties Article 6 The Ministry of Water Resources is the water administrative department of the State Council, which exercises macro management over the construction of water conservancy projects throughout the country. The Construction Department of the Ministry of Water Resources is the comprehensive management department in charge of water conservancy construction. In the management of water conservancy construction projects, its main management responsibilities are:

1. Implement the national policies, study and formulate policies and regulations on water conservancy construction, and organize their implementation;

2. Conduct industry management of national water conservancy construction projects;

3. Organize and coordinate the construction of key water conservancy projects under the Ministry;

4. Actively carry out the reform of water conservancy construction management system, and cultivate and improve the water conservancy construction market;

5. Guide or participate in the project management of provincial key large and medium-sized projects and local large and medium-sized projects invested by the central government; Seventh river basin agencies are dispatched agencies of the Ministry of Water Resources, and exercise the duties of the water administrative department in their river basins. 1. Water conservancy construction projects mainly invested by the Ministry of Water Resources, except for a few particularly important projects directly managed by the Ministry of Water Resources, the other projects are organized and managed by the basin institutions. According to the national investment policy, river basin institutions raise funds through multiple channels, and gradually establish the investment subject of river basin water conservancy construction, so as to realize the national management of river basin water conservancy construction projects. Article 9 The legal person of a water conservancy project shall be responsible for the whole process of project initiation, financing, construction, production and operation, repayment of principal and interest, and preservation and proliferation of assets, and bear investment risks. The construction unit that manages the construction project on behalf of the project legal person is the direct organization and implementer of the project construction. Be responsible for the whole process management of project construction according to the construction scale, total investment, construction period and project quality of the project, and be responsible to the country or the investors. Chapter III Construction Procedures Article 1 Water conservancy is the infrastructure and basic industry of the national economy. The construction of water conservancy projects should be carried out in strict accordance with the construction procedures. The construction procedures of water conservancy projects are generally divided into: project proposal, feasibility study report, preliminary design, construction preparation (including bidding design), construction implementation, production preparation, completion acceptance, post-evaluation and other stages. 1. The documents of each stage of the preliminary project have been approved according to the regulations, and the detailed construction design can meet the needs of the initial main project construction;

2. The construction project has been included in the national annual plan, and the annual construction funds have been implemented;

3. The tender for the main project has been awarded, and the project contract has been signed and approved by the competent department;

4. The external construction conditions such as site construction preparation and land requisition and resettlement can meet the needs of starting the main project. Fourteenth project construction units should give full play to the leading role of management according to the approved construction documents, coordinate the relationship between design, supervision, construction and local areas, and implement target management. The construction unit has a contractual relationship with the design, supervision and project contracting units, and all parties should strictly perform the contract.

1. The project construction unit shall establish a strict on-site coordination or scheduling system. Timely study and solve key technical problems in design and construction. Proceed from the overall benefit, earnestly perform the contract, actively handle the relationship between all parties in the project construction, and create good external conditions for the construction.

2. Entrusted by the project construction unit, the supervision unit is engaged in organization, management, coordination and supervision at the site as stipulated in the contract. At the same time, the supervision unit should stand in an independent and fair position and coordinate the relationship between the construction unit and the design and construction units.

3. The design unit shall provide the detailed construction drawings in time according to the contract and ensure the design quality. According to the scale of the project, the design representative group will be sent to the construction site to solve the design problems in the construction.

the detailed construction drawings shall be submitted to the construction unit for construction after being audited by the supervision unit. The design unit shall adopt and modify the design for reasonable opinions that do not involve major design principles. In case of disagreement, it shall be decided by the construction unit. If major changes in the preliminary design are involved, they shall be examined and approved by the original preliminary design approval department.

4. Construction enterprises should earnestly strengthen management and earnestly perform the appraisal contract. In the process of construction, the prepared construction plan, technical measures and organizational management shall be reported to the project construction unit.
